The California Energy Commission (CEC) voted unanimously to adopt the policy today as part of the state's Building Energy Efficiency Standards, following more than two years of work with a wide range of stakeholders to develop the technical requirements. [1] The cost-effective 2019 Building Energy Efficiency Standards, which take effect on Jan. 1, 2020, focus on four key areas: smart residential photovoltaic systems, updated thermal envelope standards (preventing heat transfer from the interior to exterior and vice versa), residential and nonresidential ventilation requirements, and nonresidential lighting requirements. [2] The mandatory framework for the energy efficiency of mid-rise residential developments in Australia, with a focus on New South Wales with its distinct regulatory requirements, is critically reviewed and synthesised with the literature. [3]

Energy Saving Requirements Site-built homes qualify for a $2,000 credit if they are certified to reduce heating and cooling energy consumption by 50% relative to the International Energy Conservation Code (IECC) 2006 and meet minimum efficiency standards established by the Department of Energy. [11] After plan review by the state or a certified municipality, SPS Chapter 363 requirements are enforced in the field by local municipal building inspectors for communities that have local inspections. [12] SPS Chapter 322 requirements are enforced by the local municipal building inspector, assigned agency official as approved by the municipality, or as delegated by the state Dept. of Safety & Professional Services if neither of the previous choices are used. [12] Compliance is determined through plan review and inspection by local or state building officials for SPS Chapters 322 and 363 requirements. [12]

As explained in a previous article, the Uniform Construction Code provides the requirements for all new construction and renovation projects in the state of New Jersey. [11] Prior to April 1, 2009, COMM 22 of the state-developed Uniform Dwelling Code (UDC) was applicable to 1 & 2 family dwellings, exceeding 1995 MEC requirements. (REScheck could be used when the code assignment is indicated to be "Wisconsin" in REScheck). [14] This label is required in all new houses and is a way for the builder to certify that the house at least meets the minimum code levels for insulation, window, and heating system efficiencies and other energy features required in a new house. [17] The Passive house standards in Europe determine a space heating and cooling energy demand of 15 kWh /year/m of treated floor area and 10 W/m peak demand. (Or, in imperial units, 4.75 kBTU/sf/yr and 3.2 BTU/sf/hr respectively.) [14]

Setting stronger efficiency standards through building energy codes is the most cost effective means of increasing efficiency in our homes and commercial buildings and shielding our economy from high energy bills. [13] The scorecard ranks states based on progress on efficiency policies and programs that save energy while benefiting the environment and promoting growth. [13]

Level 2 alterations to existing buildings or structures are permitted without requiring the entire building or structure to comply with the energy requirements of the International Energy Conservation Code or International Residential Code. [30] It is our understanding that the Existing Building Code section on Energy Conservation will remain in place, meaning full compliance with the new insulation and air-sealing requirements will be limited to Level 3 alterations, in which the work area exceeds 50 percent of the building area. [30] All new houses in Iowa must meet the minimum requirements of the 2012 International Energy Conservation Code (2012 IECC). [17] Previous versions of the city codes heavily amended the insulation and air-sealing requirements in the Energy Conservation Code. [30]

Representing a new level of performance with rigorous requirements, these homes ensure outstanding levels of energy savings, comfort, health & durability. [18]

One such amendment waives the requirement for the installation of automatic fire sprinkler systems in townhouses, single-family homes, or multi-unit dwellings of four or fewer units. [30] The new codes are a major upgrade from the 2009 codes previously being used in the city of St. Louis and significantly improve energy-efficiency requirements for new residential and commercial buildings as well as major renovations. [30] The adopted 2018 codes uphold the original code language for commercial insulation requirements. [30]

To meet the requirements of the Passivhaus standard, windows are manufactured with exceptionally high R-values (low U-values, typically 0.85 to 0.70 W/(mK) for the entire window including the frame). [14] The residential insulation requirements include just two major amendments the omission of basement insulation and reduction of ceiling/attic insulation from R-49 to R-38. [30] The requirement for one habitable room with a minimum floor area of 120 square feet has been removed in the 2018 IRC. [30]

For purposes of 45L, a person must own and have basis in the qualified energy efficient home during the construction to qualify as the eligible contractor with respect to the home. [31]

Achieving the major decrease in heating energy consumption required by the standard involves a shift in approach to building design and construction. [14] Passive solar building design and energy-efficient landscaping support the Passive house energy conservation and can integrate them into a neighborhood and environment. [14] The 2010 Indiana Energy Conservation Code, based on ASHRAE 90.1-2007, is currently in place for Class 1 structures (public or commercial buildings). [13] In addition to energy conservation, the 2018 Existing Building Code appears to introduce another major change from previous versions, in that more stringent compliance for electrical, mechanical and plumbing systems kick in at a lower threshold (Level 2 Alterations, rather than Level 3 alterations). [30]

There was other previous experience with low-energy building standards, notably the German Niedrigenergiehaus (low-energy house) standard, as well as from buildings constructed to the demanding energy codes of Sweden and Denmark. [14] The Sierra Club Hoosier Chapter led a strong coalition of groups in a successful campaign to modernize Indiana's residential and commercial building energy codes in 2009 and 2010. [13] In an effort to overcome these barriers, NBI has developed a new construction standard that delivers savings of 15% to 25%, regardless of whether the project is subject to the residential or commercial versions of energy code. [15] Building energy codes represent a significant savings opportunity for U.S. homeowners. [17] Since the purchase and operation of buildings are some of the biggest expenses faced by a household or business, strong building energy codes have economic as well as environmental benefits. [14] Energy Plus houses are similar to both PassivHaus and ZEB but emphasize the production of more energy per year than they consume, e.g., annual energy performance of -25 kWh/m is an Energy Plus house. [14]

A few ZEB's fail to fully exploit more affordable conservation technology and all use onsite active renewable energy technologies like photovoltaic to offset the building's primary energy consumption. [14] The Iowa State Energy Code is applicable to all structures throughout the state that are heated or cooled, and used for human occupancy. [17] The key to realizing the full benefits associated with residential building energy codes is through compliance verification. [17]

Potential energy savings from 2016 projects represent approximately 16.7 million metric tons of GHG emissions, the equivalent of about five coal-fired power plants. [18]

Using the Home Energy Rating System (HERS), certified raters use several criteria, including a blower-door test, to verify that a building meets or exceeds the applicable requirements. [32] The NIST Net-Zero Energy House will serve as a test bed for technology development and building practices for years to come, setting the stage for more efficient homes.
