[15] A day after it announced price hikes for the Model S and Model X in China, in response to new tariffs on imported electric cars in the country, Tesla has finalized a deal to build a new factory in Shanghai, according to a Bloomberg News report. [16] Tesla Inc. and the Shanghai government have left out a crucial detail in announcing a groundbreaking deal for the biggest name in electric cars to build its vehicles in China: how much it’s all going to cost. [17] Tesla has been in protracted negotiations to open its own factory in China to help bolster its position in the country's fast-growing market for electric cars and to avoid high import tariffs. [1]

Once the new China factory is operational, Tesla could build cars for the Chinese market without paying the new import duties. [16] "Last year, we announced that we were working with the Shanghai Municipal Government to explore the possibility of establishing a factory in the region to serve the Chinese market," a Tesla spokeswoman said in an statement emailed to Green Car Reports. [16] In a statement from the Shanghai Municipal People's Government that was translated into English and which Tesla provided to this news organization, Musk said the Shanghai operation "will be a state-of-the-art vehicle factory and a role model for sustainability." Musk, 47, said more than two years ago that he expected Tesla to produce more than 500,000 vehicles in 2018 at its lone car-assembly plant in Fremont, California, but the company is well off that pace because of the Model 3’s slow start. Harley Davidson Inc. announced in June that it would move production of motorcycles shipped to the EU overseas, estimating that the tariffs would cost the company between $90 million and $100 million per year. [25]

As the company announced on Monday, the electric car maker produced a total of 53,339 vehicles in the past quarter alone, beating its annual production total for 2015 and more than doubling its output compared to last year's second quarter. [27] Beijing is promoting the technology with subsidies and a requirement for every automaker to sell electrics starting next year or buy credits from rivals that do. [24] Chinese bike purveyor Sur-Ron plans to cash in on its popularity with a new, very affordable electric street bike called the White. [8] Plans call for annual production capacity to eventually reach 500,000 cars.
