China is adding solar and wind energy sites so fast across the country that power generation projects farther from substations sometimes face delays of years in getting connected. Interest in the field of wave energy is growing and the project is an attempt by the Portuguese government to get a better understanding of how these systems could work on a national scale. [10] With the help of government programs in education, Solar N3E will help marginalized community members get the training they need to find employment in the nation’s growing solar energy industry. [10] With the help of a team of international and interdisciplinary graduate students, a passion for solar energy and a desire to make a difference in her community, she would end up catching the attention of a United Nations program. [10]

While Brigitte Lim was working on her applied project to promote employment in her home country of the Philippines through solar energy, she stumbled upon an opportunity to amplify her project’s reach. [10] When it came time to start her master’s degree, Lim was interested in environmental science and solar energy in particular. [10] As part of the program, Lim participated in an energy policy seminar in Washington, D.C., attended international solar energy conferences, interned voluntarily with GRID Alternatives over the summers and installed residential solar photovoltaic systems with GRID Alternatives as part of Solar Spring Break. [10] I wanted to highlight an idea that could address both these issues, and the versatility of solar energy is well suited for that.” [10] The bill sought to reestablish the Coal Ash Management Commission, as well as force Duke Energy to pay for filtration systems and municipal water connections for 900 homes located near coal ash sites. [2] The bill will require Duke Energy to clean up coal ash at seven of its fourteen sites, using a strategy called “cap in place.” [2] On July 15 th, North Carolina Governor Pat McCrory (R.) finally signed a bill into law requiring Duke Energy to clean up half of its coal ash sites. [2] Duke Energy will also be required to provide clean drinking water to plant neighbors by 2018. [2]

Critics of the bill say that it is unfair for Duke Energy to avoid $10 billion in costs to excavate ash from the more than 30 ponds. [2] These results–clean energy is cheaper than fossil fuels–are possible now because of the plunging cost of clean energy. [12] Vancouver city strives for 100% clean energy, including electricity, heating and cooling, and potentially hydroelectric transportation. [2] Most of us can agree that more clean energy is a good thing, but a surprising number of folks still don?t want wind turbines built in their backyards. [11] If you are concerned about the multiple proposed wind turbine projects (with 590-foot-tall wind turbines) in Seneca/Sandusky/Huron counties, then now is the time to get engaged! We have great momentum in our favor right now and have established quite the amount of support county and statewide. [16] This potential project is the largest wind farm ever proposed in the state, and must receive a permit from the state Public Service Commission. [2] Maryland commissioned two offshore wind farms last year at a 20-year fixed price of 13 cents per kWh, about half of Block Island. [13] That was evidenced by the recent House hearing, which Rep. Paul Gosar (R–Arizona), who’s no friend of the environment, opened by noting that offshore wind farms are “viable solutions for energizing our coastal cities.” [13]

[13] UNITED STATES: A recently released database of American wind turbines provides evidence that lifetimes of 20 years or more can easily be realised, with the oldest machines having been commissioned 37 years ago in 1981. [11]

Matthew Morrissey, Vice President of Deepwater Wind, the company behind the Block Island Wind Farm that also holds one of the Maryland leases, the new Rhode Island lease, and a lease for Long Island, told Earther that the recent surge in U.S. competition, driven in part by what’s going on overseas, “has had a very real downward pressure on bid-in prices.” [13]

They work in four primary areas: off-grid solutions, grid modernization, critical infrastructure and resiliency protecting grids against natural disasters and attacks, and workforce development. [10] These are some of the questions Arizona State University’s new Center for Smart Cities and Regions will address, as it works to improve the ability of communities to leverage the Internet of Things and other new technologies to advance their economic, social, cultural and overall health. The initial cost of wave energy systems is very high and reliant on investors. [2] Since this incident in 2014, lawmakers, local NC residents, Duke Energy, and Governor McCrory have been locked in a struggle to decide how the clean-up of these toxic coal ash ponds will be handled. [2] Duke Energy was even mystified by the decision, stating in a press release: “We don’t understand why the Governor would veto a bill that makes North Carolina’s Coal Ash law even stronger. [2] In the aftermath of the Dan River spill, the General Assembly passed a law requiring Duke Energy to close all of its coal ash ponds by 2029. [2]

Duke Energy has been operating coal-fired power plants in North Carolina for the better part of 6 decades. [2]

Although wind and solar power increased 75% between 2013 and 2016, they still only provided 10% of the world’s electricity and even less of total energy demand. [17] EDIT: In response to Jonny Cooper’s comment, the energy comes from hydro or wind. [18] In the former case it’s potential energy converted to kinetic energy by a change in level; in the latter case the wind itself has kinetic energy. [18] In practice, it is as irrelevant to the ocean if you throw in an ice cube, as it is to earths rotation if you extract energy from wind and water. [18] Most of the energy extracted from wind and water comes from the sun, only a tiny fraction comes from earths rotation. [18]

Since you brought up California I guess you forgot that whole Enron fiasco? (we privatized energy, made environmental restictions and had to rely on out of state sources who then jacked up their prices to infinity dollars during peak usage) If you increase electric energy usage you have to increase electricity supply and wind/solar are in no way capable of producing the amount of energy you’re going to need. [19] Wood pellets are a less efficient energy source than coal, meaning they actually release more CO2 into the atmosphere per megawatt of electricity produced. [20] About Dominion Energy Nearly 6 million customers in 19 states energize their homes and businesses with electricity or natural gas from Dominion Energy (NYSE: D ). [21] They have approximately doubled their end consumer energy cost for grid tied electricity thanks to their “cheap” expansion of green retardable energy. [19] Now stick a small turbine in the path? The water still splashes on the ground, after it’s converted some kinetic energy into electricity, so the end result is the same whether the turbine is there or not. [18] Hydro energy is basically converting kinetic energy of flowing water into kinetic energy of turbines and then into electricity. [18]

“We will need every kind of renewables we can get out hands on, including marine, to move us around, heat our homes and so on,” says Declan Meally, at the Sustainable Energy Authority of Ireland. [17] With the closure of the Chesapeake Energy Center and the influx of new renewable generation, the Dominion Energy team was faced with maintaining voltage quality and stability. [21] If it’s not power generation, then it’s trees, or landscape or something else dissipating all that energy as heat. [18] Same with power generation from the outcomes of the energy that we harvest from nature. [18] The U.S. Energy Information Administration’s July report forecasts that the gas-fired portion of the national electric power produced will exceed 200 million MWh for June through August. [22] “The winter storms bring a lot more power than in the summer, which exactly matches energy use,” he says. [17] The good news is that overlaps a lot with peak energy use, so supply and demand should roughly even each other out and solar wont price itself out of the market. [19] Solar with energy storage has a capacity factor that’s near that of nuclear. [19]

That’s cheap energy that does not rely on the sun shining to work. [19] My impression is funds that invest in energy products/services are beginning to diversify into renewables. [19] Anyway, the bubble’s got to pop. Corrections are good for everyone, and when it’s done, we’ll have cleaner energy (and in the case of renewables, cheaper too). [19] These trees, theoretically, would take the carbon released by burning biomass back out of the atmosphere as they grow, making the energy both renewable and carbon neutral. [20]

While from a conservation perspective biomass energy would ideally be sourced from “waste wood” and residue, wood pellet plants like this one in North Carolina source mainly from whole trees. [20] Energy from biomass like wood “can be an important part of the energy mix which will allow the EU and its Member States to meet cost-effectively its 2020 and 2030 energy and climate change goals,” Bockstaller told Mongabay. [20] States like New Hampshire and Rhode Island are passing bills that incentivize biomass energy, and EPA Administrator Scott Pruitt recently announced biomass energy will be now be considered carbon neutral for emissions reporting purposes. [20]

The company is committed to sustainable, reliable, affordable, and safe energy and is one of the nation’s largest producers and transporters of energy with over $75 billion of assets providing electric generation, transmission and distribution, as well as natural gas storage, transmission, distribution, and import/export services. [21] Burning methane literally produces about half of CO2 per unit of produced electric energy compared to coal. [19] He spent eight years representing privately held coal giant Murray Energy as part of the Faegre Baker Daniels law firm until 2017, according to various reports. [23] Louisiana’s Energy Efficiency program is in its fourth year of the ‘Quick Start’ phase. [24] Tidal energy in particular has the advantage of being precisely predictable, years ahead. [17]

This project marked a significant milestone for Dominion Energy and the energy industry–it is the first time that so many STATCOMs have been deployed in one area. [21] Sub has been and will continue to release energy at a predictable rate for a predictable period of time. [18]

As temperatures and electricity bills rise in the coming months, make sure your Commissioner knows we need Energy Efficiency programs now. [24] In both cases, the same total energy loss is through heat – but in the electricity example, we can move the heat around so that the loss is advantageous to us. [18]

Colette and other industry critics say negative local health and climate consequences are being driven by a demand for an energy source that, while supported by the timber industry, is likely exacerbating climate change in the short term. [20] People aren’t going to stop using any source of energy they find. [19] Tapping into these energy sources will not slow down earths rotation. [18]

He compares developing wave technology to his own record-breaking feat of endurance running : “I ran 622 marathons in 622 days and it was a lot easier than developing marine energy technology – at least it took less time.” [17] This has left wave and tidal energy developers stranded between successful testing and the full-scale production that would then start driving costs down. [17]

“Maintaining a strong, reliable grid is the driving force behind what we do every day,” said Scott Miller, vice president-electric transmission, Dominion Energy. [21] On average, Americans use about 30 kwh per day of electrical energy. [19] A lot of day traders play the energy derivatives, but they’ll make money either way. [19] All we?re doing is moving that energy around so that it’s lost in a way that’s beneficial to use. [18] It’s a zero sum game – the energy is lost or dissipated either way – mostly into heat. [18] Now if you found a better way to radiate that energy into space, maybe it will cause slowing, but the slowing is going to happen anyway. [18]

Energy consumption is additive as new technologies come online, and this growth is not at the expense of fossil fuel growth, which continues to grow as well. [19] The vast bulk of energy is still coming from fossil fuels, and an ever growing dependence on natural gas is not at all something to celebrate. [19]

What you think of as “oil & gas” companies largely don’t exist, they have all long since diversified to “energy” companies. [19] What loses energy? Well, stuff on the surface of the earth? Trees, rocks, landscape. [18] Since such residue would release carbon into the atmosphere as it decayed anyway, the thinking goes that it might as well be converted to energy. [20] Pruitt was well known and often celebrated in conservative circles for his fights trying to eliminate layers of federal regulation over the energy industries. [22]

For hydro energy you need gravity, a higher place, a lower place, and availibilty of water at higher place. [18] You may have heard us talk about Louisianans having the lowest electric rates, yet some of the the highest electric bills and energy burdens. [24] A 100% switch to electric cars should increase electrical energy consumption by about 20%. [19]

However a major obstacle to ocean energy commercialisation has loomed into view: the stunning drop in cost of offshore wind power in the last year, as huge farms are rolled out. [17] “While offshore wind in Europe has clearly come of age, ocean energy is still learning how to take the first steps,” says EU environment commissioner, Karmenu Vella. [17] Ocean energy supporters say it is essential in addition to offshore wind to drive progress towards a zero-carbon world. [17]

In 2013, a group of wind generators, lenders and tax equity investors asked the Treasury to draw clear lines about how much work had to be done on turbine excavations, roads, transformers or other major components for a project to be considered under construction in 2013 (the deadline at that time). [25] If work finishes after the later of December 31, 2018, or the end of the four-year “continuous work” presumption (applicable to wind and not yet clear whether it is applicable to solar), the IRS will closely scrutinize the work to ensure that it was continuous. [25] Even continental would likely work, as you could install wind all over the continent. [19]

Gas will be around for a while, because to install intermittent power like solar and not just live with a few hours of power a day and without power the rest of time, as many third world countries work, you have to install spinning reserve. [19] The IRS applied the same rule to solar, but it does not apply to projects that started work prior to January 1, 2019 (although an example (inconsistently) says that, if you start construction with one method in 2018 and then another in 2019, you have to use the 2018 method for determining the four year rule). [25] Manufacturing work on solar panels or cells would not count, unless there is a major shift in policy to accommodate solar projects. [25]

We do have superconducting power lines, trials have been operating for years, they work well and pay for themselves. [19]

There is no doubt in my mind that grid scale storage is good for wind and solar power. [19] That accounted for 55 percent of all new generation, with solar panels beating new wind and natural gas turbines for a second straight quarter. [19] Put another way, 1 GW of PV solar capacity is worth about 600 MW of wind capacity, which is worth about 350 MW of hydro capacity, which is worth about 300 MW of natural gas capacity, which is worth about 230 MW of coal capacity, which is worth about 160 MW of nuclear capacity. [19] Contrast this with wind (0.2-0.35), hydro (0.4-0.5, mainly because it’s used for peaking power rather than base load), natural gas (0.5, also used for peaking load), coal (0.6-0.7), and nuclear (0.9). [19] Now you use wind generators and hydro systems to generate power, and that creates electricity which drives remote loads and? It’s lost. [18] This one has a shot: Air-Breathing Aqueous Sulfur Flow Battery for Ultralow-Cost Long-Duration Electrical Storage Wind and solar generation can displace carbon-intensive electricity if their intermittent output is cost-effectively re-shaped using electrical storage to meet user demand. [19] ROFL ! remember ‘too cheap to meter’ ? fusion will not in a thousand years be cheaper than solar (or wind). [19] Interesting side note: some of these companies I have invested in have started in the last two years or so to sell their solar and wind assets. [19] Don’t get me wrong, I think growing solar and wind options are great. I’m just realistic. [19] This is mostly because the very accomplished tax professionals at the IRS and the Treasury are tax specialists, not wind or solar specialists. [25] Far less then wind $0.30-0.55/kWh and far less then solar at $0.20-1.20kWh. [19]

Where does hydro and wind power come from? Well, hydro comes from evaporation and then rain, which is powered by the Sun. [18] If you are extracting hydro power and wind power, it has to come from somewhere. [18]

Under the wind tax credit guidance, multiple turbines that are operated as a single, integrated project are treated as a single facility for purposes of testing when construction started. [25] Unlike wind projects, which may have hundreds of large excavations and miles of new roads on a site, distributed generation projects (and even some large utility-scale projects) might not have any excavations and may be placed on a single roof. [25]

The need for a continuity safe harbor is questionable, since (1) there is a statutory deadline to the credits higher than 10 percent, and (2) what it takes to show that you moved the ball forward continuously is not readily definable (which is why we have the continuity safe harbor in wind). [25] In the wind context, the best practice is typically to assume that each phase needs to meet the start of construction rules independently. [25]

The IRS has had a heck of a time implementing the wind rules. [25] You can have no wind for days and days,” says Laurent Schneider-Maunoury, CEO of Naval Energies, the makers of OpenHydro. [17] Unlike the wind industry which has settled on a three-blade design, underwater designers are also testing four and six-bladed versions too. [17] Consistent with the wind guidance, the IRS clarified that there is no spending minimum for the physical work test. [25] The problem with the comparison to wind for on-site physical work is that wind turbine foundations are typically 70-80 feet in diameter and six to eight feet deep. [25]

If a solar developer cannot show that it incurred at least 5 percent of the project’s costs by the applicable deadline, you can show that you started construction by starting significant physical work. [25] A taxpayer cannot rely on the physical work test in one year and then claim that it incurred at least 5 percent of the total cost of the facility in the next year. [25]

Others, like Drew Blaxland, from developers Atlantis, says with many technologies now proven to work, it is simply time to scale up production and drive down the costs. [17] His company’s device works like a blowhole, with waves blasting air up a tube and out through a turbine. [17] The IRS has listed a number of tasks (generally outside of the developer’s control, like severe weather and financing issues) that are permissible disruptions in continuous work. [25]

If Ford can’t figure out how to compete with Tesla in the electric car market then why would they not simply take on the task of trying to compete with natural gas? What else have they got to lose at that point? If they make it work then they can take Teslas lunch with a car that fills up at home from the same natural gas people use to cook with. [19] If the other partner wants a call option to buy that partner out, that could work, but in no case should it be for less than the fair value of the interest or before at least the date on which the project is placed in service (ideally, the option would be delayed until two years after the project is placed in service, but that is just our preference). [25] If you have custom racking, carports or a transformer (for larger projects), you may be able to start work on those items. [25] No one knew (or could get comfortable with a good deal of conservatism) what on-site work of a significant nature meant, except for the largest utility scale projects. [25] The government is protected by the requirement to show continuous work if the project is not placed in service by a certain date. [25]

Make sure that the contracts under which the work is performed are binding for state (or country) law purposes, that they state the specs of the item being purchased and that they do not permit either party to get out of the deal willy nilly. [25] This series is an antidote, an attempt to show that there is plenty of hope, as our journalists scour the planet looking for pioneers, trailblazers, best practice, unsung heroes, ideas that work, ideas that might and innovations whose time might have come. [17] This mission is accomplished through the work of 25 member-driven working groups. [21] Some investors (and/or their counsel) require a binding contract for each subcontract as well if a sub of a sub of a sub (for example) is the person doing the actual work. [25] In those cases, we often saw investors (and the Treasury) count a combination of road work that permitted maintenance (and was not merely an access road), water well drilling, and/or transformer or substation construction. [25] You should confirm that the contract was binding and written when the work started, and that each subcontract was binding and written as well. [25] Forest Trends works to promote investments, markets as well as other payment and incentive mechanisms for a broad range of ecosystem systems and services. [20]

Even in my ICE car the only actual engine work that’s been needed is the oil changes (up to 10,000 mile intervals these days), spark plugs (around 100,000 miles), and the alternator and coolant pump (both wear items typically replaced around 130,000 miles.) [19] Wheeler left the EPA in the mid-1990s to work on staff in the U.S. Senate. [23] He worked for Oklahoma Republican Sen. Jim Inhofe–a well-known climate change skeptic–and as staff director and general counsel for the Senate Committee on Environment and Public Works prior to joining the private sector with the law firm. [23]

For the solar guidance, the IRS noted that one could start physical work of a significant nature by installing 10 of 50 supporting structures to affix components of the project to a foundation. [25] As for the physical work test, solar projects are harmed by rules that require work to occur on only items not held in inventory. [25] Because off-site construction can only be counted if it is on specially ordered equipment, this likely would eliminate any physical work prospects for most of the solar projects being built. [25] One part of the guidance says that off-site physical work of a significant nature may include transformers that are used to step up voltage to less than 69kV. Where would that leave utility scale projects where they have to go from less than 69kV to (often) 220 kV? Another example says that work on a custom designed transformer that steps up electricity to the voltage needed for transmission (69 kV or greater) will be considered. [25]

The IRS said in 2016 that a taxpayer cannot buy more time under this continuity safe harbor by relying on the physical work test and the 5 percent test in alternating calendar years. [25] The 5 percent test also has the added benefit that, if you start construction with the safe harbor, you merely have to move development forward continuously by incurring costs or getting permits and other approvals, rather than continue with physical work on a continuous basis. [25] In the Treasury grant days, the investor community preferred the 5 percent safe harbor because the physical work test was largely unworkable. [25]

In 2009, the EU Renewable Energy Directive (RED) was put in place to encourage EU member states to meet at least 20 percent of their energy needs with renewable sources by 2020. [20] Burning wood for fuel as “woody biomass” is currently considered a carbon-neutral renewable energy source under RED, as well as RED II, which will go into effect after 2020. [20] If politicians weren’t picking winners and losers, we wouldn’t be focused NEARLY so much on solar-electric, which is about the fourth-best renewable energy source overall. [19]

The big question remains undecided: will ocean energy will provide a major new wave of renewables in the years to come? Some have doubts, like Prof AbuBakr Bahaj, at Southampton University in the UK, and who has analysed the sector for 25 years. [17] His company is also exploring another ocean energy technology which provides power 24/7, by exploiting the temperature difference between surface and deep waters to generate electricity. [17] According to Nicole Bockstaller, Press Officer for Energy and Climate Action at the European Commission, wood pellets from North America to projected to “increase in absolute terms in the future,” but “will still play a relatively minor role” and comprise between 5 and 10 percent of the biomass used for heat and power in the EU. The majority, Bockstaller said, will be sourced from EU farms and forestland. [20] “Through the proposed Energy Union Governance Regulation, the European Union and its Member States will regularly monitor the sustainability availability of biomass for energy use, its sustainability impacts, including interactions between energy and non-energy sectors using biomass.” [20] For all the legitimate complaints one might have about him, releasing the battery patent so the world could use it was a real commitment to supporting renewable energy and cleaner transportation. [19] Conservation organizations like Dogwood Alliance say that despite their ecological importance, U.S. wetland forests are currently being drained, logged, burned, shipped across the Atlantic, and converted to monoculture pine plantations – all in the name of renewable energy. [20] An anonymous reader quotes a report from Bloomberg: Despite tariffs that President Trump imposed on imported panels, the U.S. installed more solar energy than any other source of electricity in the first quarter. [19]

“There is no doubt – shit happens during marine renewable energy projects,” says Franis Renelier at Bess a French insurance broker. [17] “Clean renewable energy from the sea ticks all the right boxes,” says Karmenu Vella, European Commissioner for Environment, Maritime Affairs and Fisheries. [17] “Everyone is trying to be the next Denmark, but for another technology,” says Bruce Cameron, the former director of renewable energy in Nova Scotia, which hosts the bay with the biggest tidal range in the world. [17] We’re not wiping out trillions in value and replacing it with nothing, we’re devaluing fossil fuels but increasing the value of renewable energy. [19] “The EU – in general – is a positive force for good when it comes to climate change,” said Alex Mason, senior policy officer of renewable energy at WWF’s European Policy Office. [20] “It is a groundbreaking industry with plenty of potential for new jobs and economic value, and in a world facing the devastating spectre of climate change, it also helps us supply homegrown energy while drastically cutting our greenhouse gas emissions,” he said at the International Conference on Ocean Energy in Cherbourg, France, last week. [17] Like other ocean energy technologies, this may well already be competitive with the expensive diesel generators used in many small or isolated communities. [17] Tapping that resource is vital, say ocean energy supporters. [17] A coalition of 25 ocean-faring nations, called Ocean Energy Systems, estimates a global potential for wave and tidal energy of 750GW by 2050, almost twice today’s global nuclear capacity. [17] The seasonal timing of the biggest waves can be good too, says Arnie Roblan, a senator from Oregon in the U.S., which is strongly backing ocean energy. [17]

As we suspected (and noted in our “Got ITCs” article distributed in connection with the Infocast Solar conference in March), the guidance largely follows a similar set of rules that apply to wind farms, which are based on more than 50 years of precedent. [25] In the first example, a developer had a contractor excavate and install concrete pads for 20 percent of the turbines for his wind farm. [25]

The rationale was that, like a wind turbine, a string of panels and an inverter can operate independent of other strings of panels, in theory. [25] The way Denmark captured the wind turbine manufacturing market by moving early is inspiring many of the leading nations. [17] Bladed turbines are being deployed, which harness fast tidal flows in the same way wind turbines catch the wind. [17]

Was the work on some material aspect of the project?
